Operators are people who actively manage the HR system — HR admins, managers who approve leave/expenses, finance users running payroll, anyone performing state-changing actions. Employees are everyone else — they use self-service to view payslips, apply for leave, clock in, and update their profile. Employees are always unlimited and free. You only pay for operators.
Operators are defined by capability, not job title. If a user has permissions to approve leave, edit employee data, run payroll, or trigger workflows — they're an operator. The system tracks actions, not labels. A manager who only views reports but never approves anything remains an employee.
Yes. Every tier includes unlimited employees with full self-service access. The 'designed for' guidance (e.g., ~200 employees at Pro) is a recommendation based on typical usage patterns, not a hard limit. A 500-person company on Pro will work — but may outgrow the operator and payroll limits naturally.
